Timeline
of Events Leading to the Piracy Incident
1.
In the
morning of 02 May 2015, after complete loading of 5,948.26 metric tonnes of Gas
Oil from at Western Outer Port Limits, Singapore, Ocean Energy commenced her
voyage to Yangon, Myanmar via the Straits of Malacca.
2.
At
approximately 1300 hours (local time) on 02 May 2015, the C/O instructed the
deck crew to put on the razor wires along the ship sides from forecastle to the
stern. Fire hoses were connected to hydrants and standby on deck. Razor wires
were also laid at the two external stairways to Bridge from boat deck and along
the wheelhouse aft railing.
3.
At
approximately 1800 hours (local time) on the 02 May 2015, the Master carried
out Safety meeting and anti‐piracy
briefing to all crew except those on watch.
4.
At 1945
hours (local time) on the 02 May 2015, the 3rd Officer instructed the duty Able
Seaman to close the curtain in cargo meeting room below and also to check all
watertight doors in the accommodation were closed and locked.
5.
At 2000
hours (local time) on the 02 May 2015, duty Able Seaman returned to the Bridge
after checking all watertight doors in the accommodation were closed and
locked.
6.
At 2030
hours (Local time) on the 02 May 2015, the Master who was on the Bridge since
1935 hours, went down to his cabin for rest.
7.
At 2100
hours (local time) on the 02 May 2015, it started to rain heavily. Visibility
was reportedly poor.
8.
At 2113
hours (local time) on the 02 May 2015, the 3rd Officer altered course from 307
degrees to 312 degrees.
9.
At 2130
hours (local time) on the 02 May 2015, whilst the 3rd Officer and duty Able
Seaman was standing at wheelhouse forward focusing on the traffic, the door of
the wheelhouse was suddenly opened and five pirates with pistols and parang
rushed in and shouted “don’t move, keep quiet”. The pirates were noted with
face masked and walk bare footed.
10.
The
pirates then tied up the hands of 3rd Officer and duty Able Seaman with cable
straps. After the pirates gathered from the 3rd Officer that “OCEAN ENERGY” was
carrying Gas Oil cargo, the pirates asked the 3rd Officer to bring them to the
Master cabin.
11.
At 2140
hours (local time) on the 02 May 2015, four pirates then followed the 3rd
Officer to the Master cabin below. The 3rd Officer then knocked the Master
cabin door as ordered by the pirates.
12.
The
Master, who was resting in the cabin, heard the door knocking and the 3rd Officer
calling him. He also noted some unfamiliar noise outside. However, the Master
decided to open the door.
13.
Upon
opening the door, the pirates rushed into the Master cabin and pointed the
pistols at the Master. The Master hand was then tied up with cable straps by
the pirates.
14.
The
pirates then asked the Master to knock or open with master key the cabin doors
of Chief Officer, Chief Engineer and 2nd Engineer one by one. After the pirates
had woke up and tied up the hands of Chief Officer, Chief Engineer and 2nd
Engineer, all four and the 3rd Officer were brought down to the mess room by
two pirates.
15.
The
other pirates then instructed the Master to knock or open the cabin doors of
the rest of the crew one by one on “A” deck and Upper deck. After all crew, who
were resting in the cabins, were woken up and hands tied with cable straps, the
Master and the tied crew were then brought to the mess room at poop deck. The
pirates then went down the Engine Room with the Master and got hold of the 4th
Engineer and duty Oiler in the Engine Control Room. After both were hand tied,
they were brought to the mess room.
16.
At 2230
hours (local time) on the 02 May 2015, the pirates asked the 2nd and 3rd
Engineers to the Bridge to slow down the Main Engines. The 2nd Engineer then
asked the 3rd Engineer to go down to the Engine Room to start one more
generator. After the 3rd Engineer started another generator, the 3rd Engineer
and the accompanying pirate returned to the Bridge. The 2nd Engineer then slow
down the Main Engines to 170 rpm. After the speed was reduced, the 2nd Engineer
was brought down to the mess room.
17.
At 2245
hours (local time) on the 02 May 2015, the pirates brought the 3rd Officer and
duty Able Seaman to the Bridge to alternate course from 310 degrees to 280
degrees. About 5 minutes later, Chief Officer was brought to the Bridge.
18.
When the
Chief Officer came to the Bridge, he noted that the 3rd Officer, duty Able
Seaman and 3rd Engineer were seated. The Chief Officer then noted the “OCEAN
ENERGY” may collide with a crossing vessel and requested the pirates to let him
steered the vessel to avoid a collision. After permitted by the pirates, the
Chief Officer steered the “OCEAN ENERGY” to 270 degrees course to avoid contact
with the crossing vessel.
19.
At 2325
hours (local time) on the 02 May 2015, the pirates asked the Chief Officer to
prepare for anchor. The Chief Officer then advised the pirates that the Master
was required to be on the Bridge for anchoring.
20.
At 2330
hours (local time) on the 02 May 2015, the pirates brought the Chief Officer to
forward for anchoring and the Master was brought to the Bridge to took control
of the ship.
21.
At 2348
hours (local time) on the 02 May 2015, the pirates instructed the Chief Officer
to prepare for cargo discharge.
22.
The
Chief Officer, together with the 3rd Engineer, Bosun and 3rd Officer, prepared
the cargo lines and cargo pump for cargo discharge.
23.
At 0004
hours (local time) on the 03 May 2015, the Chief Officer, who was in the Cargo
Control Room, heard another vessel was coming alongside “OCEAN ENERGY” on the
portside.
24.
At 0028
hours (local time) on the 03 May 2015, after opening the cargo lines with hose
from the pirate vessel connected, the Chief Officer was instructed to start
cargo discharge.
25.
At 0410
hours (local time) on the 03 May 2015, the pirates instructed the Chief Officer
to stop the cargo pump. After tying up the hands of Chief Officer, he was
brought back to the mess room to join the rest of the crew.
26.
At 0450
hours (local time) on the 03 May 2015, the pirates shifted all crew to the
Saloon opposite the mess room. After all crew were gathered in the Saloon, the
pirates locked the Saloon door from outside. The three port holes of the Saloon
were covered with curtains from outside by the pirates.
27.
At 0515
hours (local time) on the 03 May 2015, one of the crew noted that there was no
noise outside and decided to open the ventilation opening at the door below and
crawled out from the Saloon. After freeing himself, he then opened the Saloon
door to free the rest.
28.
After
all were freed, the Master and the rest of the crew checked on the Bridge and
their respective cabins. All antenna cables of navigation and communication
equipment on the compass deck were cut. Some ship items were taken away. All
cabins were ransacked; crew and ship cashes and valuable personal items were
taken away by the pirates. The Master and Chief Officer had also activated the
SSAS alarms.
29.
At 0530
hours (local time) on the 03 May 2015, the Master called office using the Ship
mobile telephone informing of the piracy attack. office then instructed the
Master to sail the ship back to Singapore.
30.
At 0605
hours (local time) on the 03 May 2015, when the Main Engines were ready, the
Master instructed the Chief Officer to pick up the anchor.
31.
At 0612
hours (local time) on the 03 May 2015, after heaving up anchor, “OCEAN ENERGY”
sailed back to Singapore
